Iowa introduces America's strictest 'heartbeat' abortion law

In a statement published on the governor's website, Reynolds said she signed the bill as she felt it was "immoral to stop an innocent beating heart", as well as "sickening to sell fetal body parts".

"Today's actions to ban abortion are an embarrassment to Iowa and they will remain a blemish on our state for the foreseeable future", advocacy group Planned Parenthood Voters of Iowa said in a statement.

The bill passed through the Iowa House of Representatives on Tuesday by a vote of 51-46, and passed the Senate on Wednesday by a vote of 27-19. The new law bans nearly all abortions after a fetal heartbeat can be detected, which typically happens around six weeks into a pregnancy and before many women even suspect they are pregnant. The Daily Iowan previously reported that University of Iowa constitutional-law Professor Paul Gowder said the bill will nearly certainly not survive a court challenge. "I am not going to back down from who I am or what I believe in", she said.

The law becomes the most restrictive abortion measure in the country.

"The ACLU of Iowa, along with Planned Parenthood, will not let this unsafe, unconstitutional law stand", said ACLU's Mark Stringer.

The Iowa abortion law does provide for exceptions in the case of rape, incest, and fetal abnormalities. Reynolds acknowledged that there would be a court challenge. The right to control your own entire body involves the right to acquire safe, legal abortion.

Abortion opponents aim to land abortion questions back in front of the nation's top court, where they believe the 5-4 conservative majority could sharply curtail abortion access or ban it outright.

"I am here to tell Governor Reynolds: 'We will see you in court, '" said Suzanna de Baca, president of Planned Parenthood of the Heartland. It's now in effect, though a provision requiring a three-day waiting period to get an abortion is tied up in a lawsuit filed by Planned Parenthood and the ACLU. If one is detected, healthcare providers are barred from performing an abortion.

"As Pope Francis has said, 'Let us respect and love human life, especially vulnerable life in a mother's womb.' We call upon the judiciary to once again recognize that all life should be protected from the moment of conception to natural death", the bishops said.
