President Donald Trump has the constitutional power to end Special Counsel Robert Mueller's investigation into possible obstruction of justice and collusion with his 2016 campaign, his attorney Rudy Giuliani said Sunday. "In the meantime, the never ending Witch Hunt, led by 13 very Angry and Conflicted Democrats (& others) continues into the mid-terms!" the president tweeted.

Trump also did not elaborate in the tweets about the legal basis for his claim that the appointment of Robert Mueller, the special counsel in the Russian Federation case, was unconstitutional.

Giuliani brought up the hypothetical scenario in remarks to The Huffington Post, in which he claimed that Trump would have to be impeached before he could face criminal prosecution.

Giuliani said on ABC's "This Week" program, "It would be an open question".

Trump took to Twitter early Monday morning to inform the public about the extent of his administrative capacity.

"The appointment of the Special Councel is totally UNCONSTITUTIONAL!"

But one legal expert questioned whether there was actually a consensus that a commander-in-chief can pardon himself.

Sanders said the same when asked whether Trump has consulted with the Office of Legal Counsel on his pardoning power.

The US president added that he would not need to issue such a pardon because he has 'done nothing wrong'.

"Certainly not, the president hasn't done anything wrong", Sanders replied.

Doing so, Giuliani said, would "lead to probably an immediate impeachment", adding that he "has no need to do that".

Trump hasn't been accused of wrongdoing, and highlighted that as he railed against Mueller's investigation.

Trump also gushed over his own performance in the first 500 days in the White House in his latest social media outburst. Trump wrote on Twitter.

Because the president's power is contained in the Constitution, it is part of the system.
