During the council's latest session, Zeid Ra'ad al-Hussein, the UN's high commissioner for human rights, launched an attack on the Trump administration's policy of separating families trying to cross the southwest border illegally, calling the practice "unconscionable". The move comes after the administration gave the Council 17 months to get serious about reform and to stop spreading antisemitism under the false flag of promoting human rights.

The U.S.is expected to announce its withdrawal from the United Nations Human Rights Council on Tuesday and deliver on a long-running threat to leave the organization unless it adopted major reforms.

Speaking before the USA announcement, United Nations spokesman Stephane Dujarric said Secretary-General Antonio Guterres "is a strong believer in the human rights architecture of the U.N. and the active participation of all states".

She said the council also has a "chronic bias against Israel".

Either way, the USA pullout was bound to have ripple effects for at least two countries at the council: China and Israel.

While the General Assembly was first drafting the rules for the Council back in 2005, then-U.S. Ambassador to the U.N. John Bolton (currently President Trump's national security adviser) worked tirelessly to do the same.

Although numerous officials have said repeatedly that "America First does not mean America Alone", the administration has retreated from multiple multilateral accords and consensuses since it took office. "In that situation, the USA would be able to speak out on rights abuses, but not to vote", the AP observed.

"A pullout could be largely symbolic: The United States' current term on the council ends next year, when it could revert to the observer status held by other countries that are not members".

It was only after Barack Obama came to power that Washington joined the council in 2009. After a year off, it was re-elected in 2016.

When the Council was created in 2006, U.S. President George W. Bush's administration shunned the body.
