Meanwhile in New York, Javier Garrido Martinez spoke through tears as he held his four-year-old son, who fed a Dorito to his father as he sat on his lap.

"If we find out they are not the legal parent, then clearly we are not going to reunite them", Meekins said.

The American Civil Liberties Union (ACLU) previously said the government is only on track to reunite less than half of the children aged under 5 by the deadline.

Before departing the White House for Europe, Trump said, "That's the solution". Fabian said two of those children have already been reunited, and another 54 will be reunited by Tuesday.

As for most of the rest of the under-5 children who have yet to reunited with their families, Fabian said that their parents have already been released into the U.S., have been deported, or are behind bars on criminal charges. In doing so, the government declared its efforts to reunite "eligible children" in that age group complete. As for the 64 children who remain in custody, the administration provided a list of excuses that includes reasons behind the failure to reunify 64 of the children, such as eight "parents had serious criminal history" or one "parent detained in ICE custody is now being treated for a communicable disease".

This included not completing DNA tests and background checks on other adults living in the same households as parents in some cases, the administration said in the court filing.

Most of the parents reunited with the youngest children this week were being released from custody on ankle monitoring devices to await immigration hearings.

Gelernt said the government is not even close to reuniting all the children under five and is not being forthcoming with the numbers of how many children had been reunified. The U.S. government is in the process of contacting the 12 adults who were deported and working with foreign consulates in an effort to return their children to them, the officials said.

Tehran dismissed it is an orchestrated "false flag ploy", created to discredit Iran and overshadow Rouhani's trip to Europe. Iranians have complained that the hoped-for rise in foreign investment and trade after the deal has not materialised.

The separations sparked national and worldwide outrage that crossed party lines and including warnings from health experts that taking children from their parents would incur significant emotional harm. The human services department on July 10 said records showed the parent and child "might be USA citizens". The government disputed that, saying it provides DNA testing at no cost to verify parentage.

At least 2,342 children were separated from the adults they were traveling with between May 5 and June 9, officials have said.

Sabraw showed little appetite for giving more time to the government unless it could show good reasons in specific cases.

Twenty-two children were not reunited with family because of safety concerns, according to the government, including 11 because of the serious criminal history of the parent, one adult who allegedly abused the child and one adult who planned to live with another person charged with sexually abusing a child. Our agencies' careful vetting procedures helped prevent the reunification of children with an alleged murderer, an adult convicted of child cruelty, and adults determined not to be the parent of the child.

ICE has three family detention centres with room for about 3000 people in all, and the places are already at or near capacity. One adult's location was unknown, they said.

The government is under pressure to reunite the children under a court order issued on June 26.

That discrepancy in numbers is one of several disagreements both sides of the suit, the Justice Department and the ACLU, pledged to discuss later Monday.

Federal officials said they are reunifying as many children as they can and attributed delays to "legitimate logistical impediments" that make it "impossible or excusable" to meet the court's deadlines.

The government now must reunite all parents and the roughly 2,000 remaining children by July 26. Forty-six were "acknowledged by the court to be ineligible for reunification or determined by HHS, DHS and DOJ to be ineligible under court-approved criteria".
