The five articles charge Rosenstein of "high crimes and misdemeanors" for failing to produce information to the committees, even though the department has already provided lawmakers with more than 800,000 documents, and of signing off on what some Republicans say was improper surveillance of a Trump adviser.

The failures cited within the articles include intentionally withholding embarrassing documents and information, knowingly hiding material investigative information from Congress, various abuses of the FISA process, and failure to comply with Congressional subpoenas, among others.

"Deputy Attorney General Rosenstein is a professional and a man of integrity", Scott said.

During an appearance in Boston, Sessions said Rosenstein had his "highest confidence" and referred to to his top deputy as "highly capable".

A summer legislative recess and the election-year calendar is likely to protect Rosenstein from facing the impeachment sought by the conservative Republicans.

One of the eleven, Rep. Jim Jordan (R-OH), announced his candidacy for House Speaker after Paul's tenure is completed this session.

Democrats have criticized the Republican efforts to pressure the Justice Department, saying they are attempts to undermine Mueller's investigation. President Donald Trump has fumed about Mueller's probe and repeatedly called it a "witch hunt".

After nine months of incomplete compliance with oversight requests related to the Russian Federation and Hillary Clinton email investigations, Rep. Mark Meadows, the chairman of the House Freedom Caucus, introduced an impeachment resolution on Wednesday night with 10 conservative colleagues. "Trying to remove Rod Rosenstein from the Justice Department for failing to disclose sources, methods and evidence from an open investigation is beyond the pale". In response to the measure, Democrats Jerrold Nadler, D-N.Y., Elijah Cummings, D-Md., and Adam Schiff, D-Calif., issued a statement calling it a "direct attack" on Robert Mueller's investigation.

Justice Department officials, briefing reporters Wednesday on condition of anonymity, said the department has fully complied with two subpoenas from the House Intelligence Committee and met nearly all demands in a subpoena from the House Judiciary Committee.

For his part, Mr. Rosenstein has thumbed his nose at the lawmakers.

The impeachment resolution was formally introduced after a meeting Wednesday between senior Justice Department officials and Goodlatte, Gowdy, Meadows and Jordan, which Rosenstein did not attend.

Mueller's indictment this month of 12 Russian intelligence officers on allegations of interfering in the 2016 election has fortified contentions by Democrats and some Republicans that Mueller and Rosenstein should be left alone to finish their work.

Justice Department officials maintain that lawmakers have been provided with almost all the documents requested by the House Judiciary subpoena from March and that they have been trying to accommodate incoming requests from House Intelligence Chairman Devin Nunes.
