Other climate patterns that can affect winter weather are challenging to predict on a seasonal time scale.

An overall mild winter is expected when it comes to temperatures, with most of the USA expected to see warmer than normal temperatures, some much warmer than normal, according to the NOAA outlook from its Climate Prediction Center.

Drought conditions are likely to persist across portions of the Southwest, Southern California, the central Great Basin, central Rockies, Northern Plains and portions of the interior Pacific Northwest.

But North and SC, along with much of the southeast and Mid-Atlantic, the Tennessee Valley and Ohio Valley, "all have equal chances for below-, near- or above-average temperatures", NOAA said.

Kentucky has equal chances for both above and below average temperatures according to NOAA's outlook. The southern states of the USA, as well as those in the Mid-Atlantic, are expected to receive above-normal precipitation. The chances are highest in southeastern Georgia and much of northern and central Florida. "The maps show only the most likely category with higher probability indicating greater confidence". The northeast and midwest are largely expected to have an average year for precipitation.

-Clearly this outlook doesn't provide any insane information for the Ohio River Valley / Kentuckiana. Here are five things we can expect this winter based on the new report! On average, we typically see about a foot of snow.

The past three winters have proved mild in the Eastern United States, and, in many places, snow has been scarce. Look for that in a few weeks to come.

NOAA's seasonal outlooks give the likelihood that temperatures and precipitation will be above-, near- or below-average, and how drought conditions are expected to change, but the outlook does not project seasonal snowfall accumulations.

I hasten to please the Americans, according to this forecast, in most of the States the winter will be quite (or even extremely) soft. NOAA'S next update will be available on November 15th.
