"We can not have another summit with North Korea - not with President Trump, not with the secretary of state - unless and until the Kim regime takes concrete, tangible actions to halt and roll back its nuclear weapons and ballistic missile programs", Markey said in a statement Monday.

"We fully know about the sites being discussed, nothing new - and nothing happening out of the normal", he wrote.

South Korean Presidential Spokesman Kim Eui-kyeom told reporters that the Sakkanmol base is a short-range missile facility.

The New York Times, citing a study by the us -based Center for Strategic and International Studies (CSIS), focused on one unregistered missile base in North Hwanghae Province and accused North Korea of "great deception".

"In short, from the CSIS report we can infer that first, North Korea is not honest enough with negotiating and second, there's no change in their nuclear capacity", he said. "We have indicated to the North Koreans that the president is prepared to have a second summit with Kim Jong Un after the first of the year", Bolton said.

Since the summit in Singapore, North Korea has forgone nuclear and missile tests, dismantled a missile test site and promised to also break up the country's main nuclear complex if the U.S. makes concessions.

The South's presidential office said intelligence authorities in Seoul and Washington had already been aware of the information in the report and added the Sakkanmol base had "nothing to do with inter-continental ballistic missiles".

Since then, negotiations between the US and North Korea have stuttered.

The absence of such an agreement is strongly at odds with rhetoric coming from the US president himself, who tweeted after the Singapore Summit that there was "no longer a nuclear threat" from North Korea. It said they are scattered across the country and designed so that mobile missile launchers can quickly be taken out of the underground facilities and moved to launch sites.

Kim said such suggestions can "trigger misunderstanding and potentially block dialogue ... at a time when we need dialogue between North Korea and the United States".

Beyond Parallel is led by Victor Cha, who was a candidate to become Washington's ambassador to South Korea, a position left open by US President Donald Trump more than a year into his term in the White House.

"It doesn't have to do with ICBM or IRBM", said Kim, regarding claims that it could accommodate other types of ballistic missiles. This report by Beyond Parallel just days after North Korea called off a new round of negotiations with Pompeo that had been scheduled for Thursday in NY. The center released a report using commercial satellite imagery to show that North Korea continues to work on its missile program at bases throughout the country.

Others say the pressure is now on the Kim regime and that a failure to produce real results will prove only that the regime was never serious.
