Japan will resume commercial whaling from July in its waters and exclusive economic zone while ending its controversial hunts in the Antarctic, it said on Wednesday, as it announced its withdrawal from the International Whaling Commission (IWC).

But the hunt will be geographically limited, Chief Cabinet Secretary Yoshihide Suga said at a news conference, Reuters reported.

New Zealand Foreign Minister Winston Peters welcomed Japan's decision to halt Antarctic whaling but said he was disappointed with the decision to resume any commercial whaling.

If Japan decides to withdraw from the International Whaling Commission (IWC) it will allow the IWC to pass the motion to establish the South Atlantic Whale Sanctuary thus effectively ending whaling in the Southern Hemisphere. "Their decision to withdraw is regrettable and Australia urges Japan to return to the Convention and Commission as a matter of priority".

The decision will spell the end of Japan's whaling in the Southern Ocean that has seen its boats in clashes with anti-whaling group Sea Shepherd.

"So now Japan has turned their back on global efforts to manage whaling and conserve whales in order to kill whales outside worldwide control".

Iceland and Norway object to the moratorium and continue to hunt whales commercially without relying on science as an excuse.

And while Australia's actions have been focused on the Southern Ocean, Burke and other conservationists here have condemned Japanese whaling in the northwest Pacific.

Anti-whaling nations' recalcitrant opposition to any form of whaling irrespective of the populations of different species is, to be sure, a deviation from the spirit of the worldwide treaty on whaling.

The IWC banned commercial whaling in 1986, but Japan has been carrying out what it calls scientific whaling in the Southern Ocean, with an annual cull of 333 animals.

As the gap between pro-whaling and anti-whaling nations widened with that loss, it was expected Japan would leave the IWC. This will be the past year of Japanese whaling activities in the Southern Ocean.

Moronuki said Japan is starting with a modest plan because it has to figure out if or how commercial whaling can be a viable industry.

The Australian government said it would continue to engage with Japan on whaling.

Under its research program, Japan has been killing 850 Antarctic minke a year, 220 common minke, 100 sei whales, 50 Bryde's whales, 50 fin whales and 10 sperm whales. In total, nearly 2,000 whales have been killed in the Antarctic since 2009 under a special permit granted by the IWC for research purposes. He said that group was meant to facilitate the development of the whaling industry, as well as conserve whale populations.

“As a result of modern fleet technology, overfishing in both Japanese coastal waters and high seas areas has led to the depletion of many whale species.

Japanese Fisheries Agency official and long-time IWC negotiator Hideki Moronuki said Japan would use the IWC's method to carefully determine a catch quota on the basis of science, but declined to give an estimate.

Much of the meat ends up on store shelves, even though most Japanese no longer eat it. Whale consumption accounted for 0.1 percent of all Japanese meat consumption, according to the Asahi newspaper. "What's most important is to have a diverse and stable food supply", he said. Last season, its scientific research expeditions caught almost 600 whales in the Antarctic and the northwest Pacific.

Japan has hunted whales for centuries, and their meat was a key source of protein in the immediate post-World War II years when the country was desperately poor.
