Shamima's pleas to return to the United Kingdom have spurred debate all across, many believe that the right thing to do will be to make her face the United Kingdom justice system first before letting her in.

The letter went on to urge Ms Begum's family to make her aware of the decision, and added that she had a right to appeal.

Shamima, alongside two of her school friends, left London for Syria to join Islamic State (IS) in 2015.

She was found in a Syrian refugee camp last week about to give birth for the third time after seeing her first two children die - after reportedly leaving Baghuz, IS's last remaining stronghold.

Leading politicians, including interior minister Sajid Javid, have vowed to prevent her return, pointing to her lack of remorse for joining the terror group.

The Home Office letter read: "Dear Mrs Begum".

Shamima Begum, who traveled from London to Syria as a 15 year old, wants to return to the UK.

The head of counter-terrorism policing, Assistant Commissioner Neil Basu, said anyone returning from conflict zones who has gone to support a terrorist group can expect to be investigated by the police to determine whether they have committed any terrorist or criminal offences, and to ensure they do not pose a danger to the public or the UK's national security.

Wright started his response by saying: "As a taxpayer, I can't fault Clive Chafer's letter warning against letting Shamima Begum come back home".

It was not immediately clear whether Begum has a second nationality.

When Ms Begum left the United Kingdom, the then chief of counter-terror policing Sir Mark Rowley suggested that she might be treated as a victim of grooming.

Talking generally about the number of returnees from Syria, she said that some who can not be prosecuted may "still require a considerable amount of monitoring".

Speaking to The Times at a refugee camp in northern Syria, she said: "What do you think will happen to my child?"

"In recent days the Home Secretary has clearly stated that his priority is the safety and security of Britain and the people who live here", a spokesman said.

Ms Begum and two other schoolgirls, Kadiza Sultana and Amira Abase, from Bethnal Green, east London, left for Syria to join IS in February 2015.

They said they would welcome an investigation into her actions in Syria "under the principles of British justice".

British officials say about 900 Britons went to areas of Syria and Iraq that were controlled by the group.

In an interview with BBC, she said: "I do feel that it's wrong that innocent people did get killed".
