House Democrats Fall Short of Overturning Trump’s Veto

The House of Representatives failed to pass a resolution on Tuesday that would override President Donald Trump's first veto and let stand his declaration of a national emergency at the Mexican border.

Trump's declaration was the 60th presidential emergency under that statute, but the first aimed at spending that Congress explicitly denied, according to New York University's Brennan Center for Justice, which tracks the law.

After Congress signed an appropriations bill earlier this year that only approved $1.4 billion for border security, Trump declared a national emergency to appropriate additional funds to construct his wall along the U.S. -Mexico border.

On Sunday night, America learned that Robert Mueller's investigation had not established "that the Trump campaign, or anyone associated with it, conspired or coordinated with the Russian government" in its efforts to sway the 2016 election - and that the special counsel had not reached any firm conclusion about whether the president had committed obstruction of justice.

Katko warned that Trump would set a risky precedent by diverting $6.7 billion from the military and other programs to finance the border wall.

Mr. Trump's order still faces a formidable challenge in court.

The Pentagon still has not told lawmakers which military construction projects will be canceled or delayed in the process, frustrating lawmakers of both parties.

The Republican-led senate is also unlikely to come up with two-third majority, 66 votes, needed to override the veto when it takes it up for a vote.

However, the National Emergencies Act does allow Democrats to bring up another disapproval resolution six months from now, something House Democrats are actively considering.

Just 14 Republicans joined all voting Democrats in Tuesday's futile effort to void Trump's declaration of a national emergency at the Southwest border.

US President Donald Trump on Tuesday branded the mainstream media the "enemy" and the "opposition party" after the Mueller report cleared him of collusion, accusing journalists of covering the Russian Federation probe unfairly.

Despite his veto remaining intact, Trump may not be able to spend the money for barriers quickly because of lawsuits by Democratic state attorneys general and others that could take years to resolve.

The proposal also included a list of measures generally supported by both parties, including humanitarian funding, drug detection technology, and extending protections for people who have fled wars and disasters.

Congress voted to provide less than $1.4 billion for barrier construction.

In his 2018 memo to Rosenstein, Barr argued that a president can not obstruct justice as long as he legitimately exercises his constitutional powers.
